The National Energy Board (NEB or Board) is an independent federal agency established in 1959 by the Parliament of Canada to regulate international and interprovincial aspects of the oil, gas and electric utility industries. The purpose of the NEB is to regulate pipelines, energy development and trade in the Canadian public interest. These principles guide NEB staff to carry out and interpret the organization's regulatory responsibilities. The NEB is accountable to Parliament through the Minister of Natural Resources Canada.

Accountable to a Team Leader in the Applications Business Unit or Operations Business Unit and under the guidance of a more senior environmental specialist and/or project manager, the environmental specialist provides professional advice to Board staff and the Board on all environmental matters related to the energy industry, including the impact of pipeline and power lines on the environment. The environmental specialist reviews proposed energy industry exploration, development, production, transportation, operations and maintenance, pipeline crossing and abandonment projects submitted under both the National Energy Board Act and the Canadian Oil and Gas Operations Act and assesses the effects of those projects upon the environment. In addition, they will: assist in the design and implementation of follow-up programs; consider the implications of the cumulative effects of the project upon the environment; and ensure that public notification and public participation are part of the assessment. In performing the work, the incumbent will participate as part of a multi-disciplinary team. This position requires travel to conduct field inspections, audits or hearings in various, sometimes remote, locations across Canada and to conduct other NEB business as required.
The environmental specialist maintains an ongoing involvement with various Board regulations and maintains a current knowledge of proposed and approved amendments to the legislation, regulations, guidelines, and standards of the Board and other federal or provincial bodies. The environmental specialist may conduct special studies in areas of concern to the Board within his/her specific areas of expertise.
This position will be part of a professional development career ladder subject to upward reclassification upon demonstration of proficiency.

Education: Graduation from a recognized university with a bachelor’s degree specializing in biological sciences, agricultural science, environmental science, hydrology/hydrogeology, environmental engineering or other physical or applied sciences relevant to the duties of the position.

E1: Experience in presenting technical analysis and advice orally and in a variety of written formats to a Senior Management audience or for public consumption.

E2: Recent work-related experience related to environmental or socio-economic assessments under the Canadian Environmental Assessment Act.

E3: Recent work-related experience assessing or mitigating environmental impacts of energy or linear infrastructure projects.

E2: Recent and progressive work-related experience related to environmental or socio-economic assessments under the Canadian Environmental Assessment Act.

Progressive is defined as having worked on, and taken to completion, several tasks/assignments of increasing responsibility.

Asset Qualifications
AQ1: Graduation from a recognized university with a graduate degree specializing in biological sciences, environmental science, hydrology/hydrogeology, environmental design and management or environmental engineering.

AQ2: Experience conducting reviews of environmental assessments for pipeline or powerline crossings of fish-bearing watercourses.

AQ3: Experience with regulating the application, construction or operation of projects under the Navigable Waters Protection Act or Fisheries Act.

AQ4: Experience with post construction monitoring and compliance programs for oil and gas production and processing or linear infrastructure projects.

AQ5: Experience designing, implementing or auditing safety or environmental management systems.

AQ6: A combination of experience and education in aquatic biological sciences.

Conditions of Employment

6. Salary: Effective (1November 2010)
NEB7 $55,515 to $67,542
NEB 8 $62,595 to $76,155

The National Energy Board has the following forms of additional compensation that are separate from base salary; these are paid, as may apply, in accordance with the provisions in the collective agreement for the duration period specified:
- a Calgary Allowance in the amount of 4.95% of base salary, paid on a bi-weekly payroll basis
- annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
Please note the Calgary Allowance and Performance Pay is subject to the Collective Agreement which expired on 01 November 2011 and is currently being bargained.
7. Hours of Work: Full-time office hours of 37.5 hours/week, Monday to Friday are required, although exceptions will be considered on a case by case basis.
8. Terms of Employment: These positions have been allocated to the bargaining unit represented by the Professional Institute of the Public Service of Canada.
