“Environmental Assessment and Permitting: Project implementation phase, challenges, opportunities and lessons learned”

Kyle Paddon, C.Tech, EP, will be sharing his vast experience as an environmental manager, auditor and monitor on multi-year, major projects in Vancouver and within BC.

His presentation will focus on his most recent project as the lead environmental officer representing BC Hydro for the Interior to Lower Mainland (ILM) transmission line project. The project received an Environmental Assessment Certificate with 94 commitments and assurances.

You’ll learn how environmental managers document compliance relating to the permits, authorizations and approvals granted for the scope of work for the project and how to best work with multidisciplinary teams.

This presentation would be beneficial for:

  • Environmental Practitioners;
  • Environmental Project Managers/coordinators;
  • Compliance professionals (Environmental monitors/auditors);
  • Environmental Assessment practitioners; and
  • Students interested in pursuing one of the above careers.


Kyle Paddon
Kyle Paddon, C.Tech, EP – Environmental Manager, Golder Associates

Kyle Paddon is currently an Environmental Manager in Golder’s Greater Vancouver office. Having over 11 years of experience in project management, environmental auditing and monitoring during the construction phase of major projects, Kyle has provided project coordination on large scale projects and with multi-disciplinary teams.

Successful implementation includes generating progress reports, interpretation of drawings, and coordination of crews, supplies, materials and equipment. He evaluates contractors’ compliance regarding regulatory approvals such as Federal and Provincial Environmental Assessment Certificates, permits, authorizations and approvals. Kyle also has extensive Geotechnical field/laboratory and environmental sampling experience.

With a Geotechnical diploma from Sir Sandford Fleming College, Kyle has been registered with the Province of BC as a Civil Technician since 2006, and is also a registered Environmental Professional (Environmental Management) with the Canadian Environmental Certification Approvals Board (CECAB) since 2012.

Yogendra has over 20 years of experience delivering strategic advice, consulting and training in the fields of the environment, occupational health and safety, and corporate social responsibility. He has provided expertise for multi-national organizations in over 16 countries across Asia, Africa, Europe, and North America.

As Vice-president, Professional Services at ECO Canada, Yogendra oversees the development of professional services, education, and training programs to support Canada’s rapidly growing environmental workforce.
