Job Description

It builds light transit, bus rapid transit and GO Expansion and operates GO Transit, UP Express and PRESTO.

Our Environmental Programs and Assessment (EPA) Group is seeking two Managers to lead a variety of environmental initiatives and projects.

Key Responsibilities:

  • Oversees various environmental initiatives including the planning and execution of environmental projects, programs, Environmental Assessments (EAs) and studies to facilitate the delivery of corporate initiatives or infrastructure projects such as GO Expansion, Light Rail Transit, and Bus Rapid Transit.
  • Provides technical expertise and oversight on environmental initiatives including realty due diligence, oversight of standing agreements with Consultants for emerging works, complex contaminant or regulatory issues associated with soil and groundwater, management of excess soil, obtaining Records of Site Condition (RSC), EAs and other studies.
  • Leads a group of technical professional staff to ensure timely delivery of projects and programs, and takes corrective action as required to ensure deliverables are on time and budget.
  • Oversees and monitors the appropriate application of environmental regulatory requirements to projects.
  • Provides professional guidance and recommendations regarding environmental matters throughout the organization, and communicates policies, procedures and applicable legislation. 
  • Acts as liaison for key external stakeholders including regulatory bodies and develops relationships with key regulators such as MECP, MNRF, MTCS, CTA, and Conservation Authorities.
  • Provides technical guidance on specific studies including contaminant characterization, cultural heritage, etc. 
  • Reviews tender documents, and reports to provide advice on environmental-related matters.
  • Ensures consistency in overall approach for Metrolinx undertakings and application of Regulations such as O.Reg. 153/04, O.Reg. 347, the GO Class EA document, Transit Project Assessment Process and others.
  • Assists internal stakeholders and project delivery teams in obtaining permits and other regulatory approvals.

  • University degree in a related discipline (Environmental Science, Engineering, Planning) and ten (10) years of related experience; P.Eng., RPP, or P.Geo, designation would be considered an asset.
  • Demonstrated experience and technical expertise in completion of EAs, and other support studies for infrastructure projects, preferably in the government or transportation sector. 
  • Sound knowledge of management/project management principles, including budget and schedule controls, leading cross-functional teams and consultants engaged in simultaneous projects.
  • Knowledge of Ontario and Canadian regulatory requirements including fields relating to EA process, noise and vibration, air quality, contamination, built heritage, natural heritage (eg. species at risk) and,
  • Ability to effectively liaise with regulatory bodies at all levels of government (eg. federal agencies, provincial ministries, Conservation Authorities, municipalities) and other stakeholder groups.
  • Excellent human relations skills; ability to work with, and obtain buy in from, various stakeholder groups especially during public and stakeholder engagement during contentious capital undertakings.
  • Excellent analytical ability, oral/written communication skills, and negotiation skills.
  • Must successfully complete environmental, safety and any other training required by corporate policy.
  • Valid driver’s license required; must meet and maintain the corporate standard for a good driving record.
