*** This a term/secondment opportunity for up to 2 years ***
Under the general supervision of a Manager. The employee in this position performs professional interdisciplinary policy development and research. Responsibilities include developing, coordinating and managing the City of Regina policies to implement Waste Plan Regina, monitoring and annual reporting, as well as providing research and support for a variety of divisional priority projects.
The work requires the employee to exercise judgement, initiative and creativity. The nature of the work involves and requires a significant degree of independence, although the work is performed within the broad parameters and guidelines of divisional regulations, standards and policies. The employee may supervise a specific functional area of work as leader of a project team with a given focus while under the direction of a Manager. The employee may also supervise more junior staff.

Candidates will be screened on the following criteria:

A degree in Science, Economics or related environmental or administrative policy development discipline.
Four (4) years of experience in Environmental community work, planning, policy work and research, in the human service field.
Knowledge of policy and applied social science research techniques (including meta, qualitative and quantitative) relating to demographics.
Knowledge of strategic, short and long-term goals related to waste industry.
Knowledge of policy development processes.
Knowledge of project management and change management methodologies.
Knowledge of legislation, government policy and programs and the regulatory environment of assigned policy areas.
Skills in Windows based software programs including Microsoft Office applications.
Knowledge of presentation techniques.
Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act and City of Regina Occupational Health and Safety Manual.
Ability to define and solve problems.
Ability to work both as a team member and independently as required, demonstrating initiative, attention to detail, team commitment and integration and respect for deadlines.
Ability to manage change through decision-making, problem-solving and consensus building.
Ability to integrate different methodologies, policy areas, data, and approaches into activities.
Ability to interpret data and situations, draw conclusions and make appropriate recommendations.
Ability to establish and maintain strong interpersonal relations.
Ability to express ideas effectively (oral and written) in a communication style adaptable to various situations.
Ability to exercise sound judgement and respect requirements for confidentiality as required.
Ability to work with a high degree of professionalism, initiative and interdependence.
Ability to prepare and present comprehensive plans, reports and submissions.
Must be skilled in navigating politically sensitive issues at all levels of government as well as external organizations.
